An application consists of a number of components. The application is not processed until all the elements are received. Most components are online. A few components cannot be filed electronically through the online process or email. These must be mailed to OSEA at the address below.

Early Decision Enrollment
Early Decision Enrollment requires all of the above materials, plus the Registration Fee.
In order to qualify for the Early Decision tution discount, the Registration Fee must be received by the early decision deadline. This is a non-refundable fee that serves to guarantee participation and placement on the program roster. In the case that an application is not accepted, the Registration Fee is returned to the applicant.
Please review the Schedule of Fees for the correct amount of the tution reduction for each program. This reduction and the payment of the registration fee are credited in the balance of due on May 4.
Late Enrollment Late Enrollment requires a Late Application Fee and the payment of the Registration Fee at the time of application. This Fee is deposited upon acceptance into the program. Applicants that are not accepted have their check destroyed before depositing or otherwise reimbursed.

3. Direct wire transfer (bank to bank) or electronic deposit can be arranged for an additional
$25 fee. Please check "Pay Options" tab to find current service fee. Wire transfers require prior arrangments with the OSEA Director of at least one day.
Late Payment of Balance must be paid with Direct Wire Transfer and the total amount must iinclude the amount overdue plus the direct wire transfer fee and the applicable late fees.
4. PopMoney. The OSEA use of PopMoney is new starting spring 2015. This service is similar to PayPal, but has lower sending and receiving fees. The additional charge is $2 per payment. Popmoney is therefore ideal for the payment of the Registration Fee. Due to PopMoney limits on the amount that can be sent in one day, the payment of the balance of tuition and fees would require two payments made over a two day period. 5. Online Bank Bill Payment. Using your own online bill payment service that your bank offers you can make a direct payment to OSEA for either or both of the Registration Fee and Payment of Balance. To do this requires a minimum of 14 days advance arrangement. You will need to have the OSEA bank information communicated to you by phone in order to set up this payment.
There is no additional fee for payments made via your Bank's Online Bill Payment Service.
Note on Use of Paypal: PayPal payment is not always available for programs and is not recommended for payment of registration fee and tuition balance. If you choose to pay by paypal any charges other than the application fee, you will be charged an additional handling and processing service fee. If you select paypal as payment method you will need to calculate this additional fee amount and it to the amount of the payment. This fee amount is significantly higher than the cost of a direct wire tansfer.
